Heathbend Credit explains where Minot, ND building permits and zoning fit into a funding timeline for remodels, tenant build-outs and expansions. The guide gives Census permit counts for Ward County, describes an order owners can follow, and points to the City of Minot for the actual rules and maps.
Minot, ND Building Permits Issued: What the Public Figures Show
The Census Bureau's Building Permits Survey counts new residential housing units authorized by permit. For Ward County, ND it recorded 120 units in 2023, 130 in 2024 and 128 in 2025. In 2025, 65 of those units were single-family, 22 were in two-unit buildings and 41 were in buildings of five or more units.
These are county figures for new homes only. They do not count commercial permits, remodels or demolitions, and we have not collected city-level permit totals. For a count of permits issued by the City of Minot itself, the city is the source.
Where Permits Fall in a Funding Timeline
- Rough scope and budget: enough to know whether the project is a remodel, an addition or a new building.
- Zoning check: is the use allowed at that address?
- Design and contractor quote: the numbers a partner needs.
- Funding request: with the quote, the timeline and the lease or deed.
- Permit application and review.
- Funding closes and work starts once the permit is issued.
Some owners request funding after the permit is issued, so the money is not borrowed during review. A term loan for a remodel can depend on a final quote, which itself may depend on plan review.
City of Minot, ND Building Permits
The City of Minot is the source for which projects need a permit, how to apply and what inspections follow. Its official site is the City of Minot website (checked October 18, 2026).
Minot, ND Zoning Map, Planning and Zoning, and the Zoning Ordinance
Zoning sets which uses are allowed at a given address. Before signing a lease for a restaurant, a daycare or a repair shop, check that the use is allowed there; a partner reviewing a build-out may ask. The zoning map, the planning and zoning office and the ordinance itself are published by the city.
Remember that a Minot, ND mailing address is not proof that a site is inside city limits: only 5.6% of ZIP 58701's land lies within the city (Census relationship file, 2020). Properties outside the city may fall under the county instead; confirm with the city and county offices, starting with the Ward County website.
Equipment Pads, Signs and Other Small Permits
Not every permit belongs to a big project. A new rooftop unit, a walk-in cooler pad, a sign or an electrical service upgrade can each need one, and each can hold up an equipment purchase if the installer cannot start. Ask the installer what approvals the job needs before ordering.
Contractors on the Other Side of the Permit
For builders and trades, permit timing affects when they can bill. The construction page covers how contractors fund the gap between starting work and getting paid. County figures are on the Minot, ND page and other guides on the resources page.
